The 2nd Chaoyang Lawyers Forum Was Successful Held | Liu Guangchao, Vice Chairman of Chaoyang District Lawyers Association and Director of DOCVIT Law Firm Acted as the Chief Coordinator and Presided Over the Opening Ceremony

On October 30, 2016, the 2nd Chaoyang Lawyers Forum co-hosted by Beijing Chaoyang District Lawyers Association and Legal Daily with the theme of “new modes, new challenges, new development” was held in Beijing, which was attended by over 400 persons including leaders of the Ministry of Justice, All China Lawyers Association, Beijing Municipal Bureau of Justice, Chaoyang District Bureau of Justice and Chaoyang District Lawyers Association as well as representatives of lawyers associations, public security organs, law schools and enterprises from other provinces and municipalities. Liu Guangchao, Vice Chairman of Beijing Chaoyang District Lawyers Association, Chief Coordinator of the Forum and Director of Beijing DOCVIT Law Firm presided over the opening ceremony.


At the opening ceremony, Liu Guangchao first expressed warm welcome and sincere thanks to all leaders and guests present. He said that, Chaoyang District now has 848 law firms and 12568 lawyers; it comes out top nationwide in terms of the quantity of law firms, the number of practitioners, income generation capacity and amount of tax payment. Chaoyang District Lawyers Association has become the largest grassroots lawyers association nationwide.” He also addressed that, “Beijing’s lawyers industry is representative of the national lawyers industry, and Chaoyang lawyers industry is representative of the Beijing lawyers industry, and Chaoyang Lawyers Forum is a mirror of Chaoyang lawyers industry”, which was resonated and admired by the participants.

In his speech, Wang Qingyou, the chairman of Beijing Chaoyang District Lawyers Association, expressed that, Chaoyang Lawyers Forum is a grand gathering of industrial brands forged by Beijing Chaoyang District Lawyers Association; it is dedicated to providing the legal occupational community with a high-level dialog platform to vision the industrial trend and discuss the industrial development; it is an important move of Chaoyang lawyers community to conscientiously practice the scientific viewpoint of development and deeply learn and implement the spirit of the 18th CPC Congress; it is also a stage, a scene, a business card and a brand of Chaoyang District Lawyers Association to showcase its own image.”



In the sub-forum 1, New Management and Development Modes of law Firms, Liu Guangchao delivered a keynote speech with the theme of the Institutional and Development Innovation of Law Firms Viewed from DOCVITs Path of “Green Law Firm”. He started from the difference between “efficient law firm” and “green law firm”, and elaborated the essence and core of law firm corporatization by taking an example of DOCVITs development mode and process. He also talked about the law firms modes of financing and analyzed the contradicted relation between the decision-making end and distribution end. Finally, he gave his views about the true mission of a law firm to forge a brand, pursue two sustainability (talents and market), fulfill three incremental (resources, modes, performance) and accomplish eight shifts. The peers spoke highly of his views, and expressed that DOCVIT had formed its featured “DOCVIT mode” among the vast lawyer firms, and generally recognized that Director Liu Guangchao had unique understanding over the combination of law firm partnership system and corporatization mechanism, and hoped that there was an opportunity to conduct thorough discussion.


Sub-forum 2 Influence of Internet and Technology on the lawyer Industry, Sub-forum 3 New Opportunities and Challenges of lawyer Internationalization, Sub-forum 4 lawyer Business Expansion and Innovation, Chairman Roundtable Meeting and lawyer Industry Cultural Construction salon proceeded at the same time at sub-venues. Then, Chaoyang lawyer speech Contest & Speaker Selection Competition of CCTV Legal Lecture Room and Expert Forum were held. In the forum, Zhang Qiong, Expert Group Leader of Anti-Monopoly Committee of the State Council delivered a speech of Competition Policies and New Economy Development, which gave a brilliant analysis on current China’s competition policies and new economic development features.


At the closing ceremony, on behalf of the hosts, Liu Guangchao delivered a closing speech with the theme of Gathering at Chaoyang, Supporting Rule of Law and Meeting Tomorrow. He concluded the forum as “a legal ideological feast forged by the peers and passionate exhibition of an industry”; he reflected the process of preparing the 2nd Chaoyang Lawyers Forum using three pairs of key words, i.e. “Reflection and Moving Forward”, “Openness and Innovation” and “Thanks and Expectation”, and concluded the forum achievements, visioned the development of Chaoyang lawyers, association and industry, and hoped that the whole industry can be interconnected and integrated and help each other for a bright future.


This Forum not only had a great influence, but also attracted the attention of the media. Nearly 20 mainstream media, like People’s Daily, CCTV, Xinhuanet, Legal Daily, China lawyers, Legal Evening News and ifeng.com, were present and conducted deep coverage of this forum. In the Forum, Liu Guangchao was interviewed by the reporter of Legal Evening News concerning the preparation and goal of this Forum, development vision of Chaoyang District Lawyers Association, innovative development modes of lawyer industry and other issues.
