Abstract: On February 15, 2017, 2017 Annual Conference of Chinese Economists 50 Forum was held in Beijing with the theme of “Deepening the Supply Side Structure Reform——Property Right, Power, Quality”. Forum members, leaders of some governmental departments, experts of economic research institutions, representatives of large enterprises and mainstream media attended the annual conference. The meeting was presided over by Yi Gang, deputy head of the Office of the Central Leading Group on Finance and Economic Affairs and Deputy Governor of the Peoples Bank of China. Fan Gang, Vice President of China Society of Economic Reform, made a report of 2016 Work Conclusion and 2017 Work Arrangement of the Forum.


Zhou Qiren, Professor of National School of Development at Peking University, Han Jun, Deputy Head of the Office of the Central Leading Group on Finance and Economic Affairs, Bai Chong-en, Associate Dean of School of Economics and Management, Tsinghua University, Wang Yiming, Vice Minister of Development Research Center of the State Council, Yang Kaisheng, special expert of the Forum and specially invited adviser of China Banking Regulatory Commission, Cai Fang, member of Forum Academic Committee and Vice President of Chinese Academy of Social Sciences, Chen Dongqi, Chief expert of China Macro Economic Research Institute, and Wu Jinglian, honorary member of Forum Academic Committee and Research Fellow for the Developmental Research Centre of the State Council, delivered  keynote speeches one after another.

Liu Guangchao, Director of Beijing DOCVIT Law Firm, had been invited to attend the conference for consecutive 8 years as the only Forum entrepreneur director from the legal community. Centering on China’s current economic situation and the hot and pain issues of social development, he participated in discussion and positively shouldered the responsibilities and mission of legal person. As a legal cross-border pioneer, Director Liu Guangchao delivered a speech with the theme of “Discussing the Property Right Issue in the Supply side Reform from the Legal perspective”. He pointed out that, in terms of property right subject space, it should pay attention to four blue oceans, i.e. collectively-owned land, equity of non-listed companies, intellectual property right and asset securitization; in terms of property right trading freedom, it should pay attention to the trading boundary and dimension of three segments, i.e. new economic fields, the Internet and financial innovation; in terms of property right security protection, it should pay attention to solving three issues of property right, i.e. recognition, stabilization and maintenance of property right, through enhancing the legislation scientificity, law enforcement stability and judicial public credibility. He elaborated the above views and conducted cross-border exchange and in-depth discussion with the guests regarding the property right issue of supply side structure reform from the legal perspective.
